Transcending the silos through project management office: Knowledge transactions, brokerage roles, and enabling factors

چکیده

• The PMO has three distinctive sets of knowledge brokering roles. Bottom-up roles promote experiential learning to inform decision making. Top-down maintain deliberate assist continuous improvement. Horizontal facilitate synchronisation help intra level learning. collectively contribute better governance. Organisations often suffer from flow gaps between operational and strategic management levels, leaving much trapped within operations’ boundaries. Prior studies viewed the project office (PMO) as a broker that can enhance interaction these levels. However, they take single-faceted perspective fails define specific offer highly fragmentary evidence on associated enabling factors. To fill this void, we draw brokerage theory develop comprehensive theoretical framework in which delineate their factors for facilitating multidirectional transactions. We elaborate roles, each corresponds one categories Our model shows how PMOs organisational silos by balancing bottom-up with top-down while maintaining horizontal synchronisation.
